Why is Etsy holding my funds when I don’t add tracking for a local delivery order?

I’m a new Etsy seller and I sometimes deliver orders locally or arrange local pickup, so I don’t always have a shipping carrier tracking number to enter.

I’ve noticed Etsy keeps my payment on hold much longer when there’s no tracking uploaded, even after I mark the order as completed. Is this expected for new shops, and what’s the correct way to handle local delivery/pickup so my funds aren’t delayed?
