Why won’t Etsy USPS letter labels show up on my SCAN form?

• • No answers yet I sell small, lightweight items and recently switched to buying USPS letter labels through Etsy to keep shipping costs down.
When I try to create a USPS SCAN form, I have SCAN forms enabled and I select the orders, but it says there are no labels available even though I’m not using any filters.
Should Etsy USPS “letter” shipments be included on a SCAN form, and if not, what’s the best way to handle acceptance scans for these orders?
